HighScope Preschool

Blueprints Program Rating: Promising

A preschool program that builds cognitive skills and attitudes for school success by increasing opportunities for active learning. In the long term, it aims to prevent adolescent delinquency and school dropout among "high risk" children and improve their lives as adults.

Initial Training and Technical Assistance

There are three steps to implementing HighScope, each with training options. Initial on-site training averages $1,930 per participant for groups of more than 30.

Curriculum and Materials

Each of the implementation steps requires the purchase of materials for each classroom. The curriculum costs approximately $800 per classroom.

Ongoing Curriculum and Materials

Estimated to be $500-$1,000 per classroom per year for consumables. Each student is evaluated using the HighScope Child Observation Record at an annual cost of $10.95-19.95 per student.


HighScope is implemented by the preschool teachers during the regular preschool day.

Other Implementation Costs


Ongoing Training and Technical Assistance

Additional on-site workshops are available for teachers at a charge of $2,300 per day plus trainer travel. Technical assistance webinars are offered starting at $200 per hour.

Fidelity Monitoring and Evaluation

HighScope asks teachers to monitor fidelity by observing and rating practice using the Program Quality Assessment, which costs $8 per classroom per year.

Year One Cost Example

A preschool program with 10 teachers in five classrooms of 20 children could expect to incur the following Year 1 costs to implement the HighScope Preschool Curriculum:

Initial training at $1,930 per teacher
Curriculum at $800 per classroom
Materials at $750 per classroom
High Scope Child Observation Record at $15 per student
Webinars-5 hours at $200 per hour

Total Year One Cost

For this program serving 100 children, the cost would be $295.50 per student in Year 1.
