The document also highlights the importance of monitoring fidelity and making thoughtful, well-documented adaptations that preserve a program’s core elements.

Fidelity Checklist: Cognitive Behavioral Intervention for Trauma in Schools (CBITS)

Cognitive Behavioral Intervention for Trauma in Schools (CBITS) is a school-based cognitive-behavioral intervention for youth exposed to trauma, designed to reduce PTSD, depression, and anxiety while strengthening coping, social, and academic functioning. The CBITS Fidelity & Adherence Measure (2nd Edition) is a structured tool used to assess whether sessions are delivered as intended, rating coverage of core components, clinician adherence, group management, and student engagement to support high-quality implementation.

Guidebook for Fidelity and Adaptation of Evidence-Based Programs

This guidebook provides practical guidance on implementing evidence-based programs (EBPs) with fidelity while making thoughtful, planned adaptations to fit local contexts without undermining core components. It explains why maintaining fidelity to the original program design matters for achieving expected outcomes and offers strategies for balancing strict adherence with necessary, documented adjustments. The resource is intended to help implementation teams select, adapt, and monitor EBPs in ways that preserve effectiveness and strengthen community relevance.

Adapting Evidence-Based Programs (EBPs) Part I: The do’s and do not’s.

This brief provides guidance on making thoughtful adaptations to evidence-based programs (EBPs) while protecting their essential components. It uses a “traffic light” approach to distinguish types of changes—green-light adaptations that improve fit without compromising core elements, yellow-light changes that require careful consideration and consultation, and red-light changes that should be avoided because they could reduce effectiveness. The resource emphasizes planning, consulting program developers or technical assistance providers before adapting, and documenting any approved adaptations to support fidelity and positive outcomes.

Theory of Change: Understanding Program Goals and Outcomes.

This one-page resource defines a theory of change as the rationale for why prevention activities, services, events, or products should lead to desired outcomes, and notes that theories of change often inform program design and logic models. It briefly describes several common public health theories used for behavior change—such as the Theory of Planned Behavior, Transtheoretical (Stages of Change) Model, Ecological Model, Social Cognitive Theory, and the Health Belief Model. It also emphasizes that selecting an appropriate theory can require domain expertise and recommends consulting a research partner when needed.

Adapting Evidence-Based Programs (EBPs) Part II: Adapting EBPs – Common Reasons

This document expands on the Traffic Light Model for adapting evidence-based programs (EBPs), explaining why, when, and how to make adaptations while preserving effectiveness. It identifies common reasons that lead to red-light (avoid), yellow-light (cautious), and green-light (generally acceptable) adaptations and offers proactive strategies – such as using team planning, connecting with developers and technical assistance providers, and aligning program selection with community needs – to prevent harmful changes. The guide also provides practical examples of adaptations in each category and emphasizes evaluating any approved changes in collaboration with implementation support to maintain program integrity.
